PAY ONLINE

The City of Pasadena Department of Transportation offers several methods by which you can pay for your parking ticket. if paying by online or by phone, please be sure to have your credit card and parking ticket number. Please be advised that your citation make take 1 – 2 hours from the time it was issued before becoming available for payment online.

PAY BY PHONE

To pay over the telephone by credit card, please call the Parking Citation Section at (626) 744-4360. Please be sure to have your credit card, parking ticket and vehicle license plate information available when placing your call.

PAY IN PERSON

In person, you may pay with cash, check, money order, Visa, MasterCard, Discover, American Express and most ATM cards at the Parking Citation Section.

PAY BY MAIL

By mail, payment must be made by check, money order or credit card. Please make your check payable to The City of Pasadena. Checks and money orders payable by banks outside of the United States are not accepted as well as two-party checks. Please do not mail cash.

CONTESTING A CITATION

There are three levels that may be involved in contesting a parking ticket issued in the City of Pasadena. The three levels are prescribed by the California Vehicle Code with the intention of providing citizens with an opportunity to contest parking tickets that were issued to their vehicles.

If you disagree with a parking ticket you received and would like to appeal it, you have 21 days from the date the ticket was issued, or 14 days from the mailing of the Delinquent Parking Notice to submit an Initial Review Request.

Please complete the form and submit online, attach all relevant information and a copy of the parking ticket to the “Request for Initial Review Form”. Initial Review Requests received beyond the date prescribed by the California Motor Vehicle Code will not be accepted. A written statement as to why you believe the parking ticket was issued in error must be submitted to the City’s Parking Citation Section. You should also include any supportive documentation (e.g. receipts, pictures, diagrams) to support your statement. Materials submitted for review will not be returned.

The Parking Citation Section will review your Initial Review Request and will make a determination as to its outcome by rendering one of the following decisions:

The ticket was determined to be invalid and will be dismissed. No further action will be required on your part. You will receive written correspondence from the City’s Parking Citation Section confirming the dismissal of your parking ticket.

The ticket was determined to be valid and payment must be submitted in full. You will receive written correspondence from the City’s Parking Citation Section notifying you of the decision and advising you that the ticket must be paid.

The ticket will require further investigation before a decision can be made. You will receive written correspondence from the Parking Citation Section requesting the required information. The decision on your ticket will not be made until the requested documentation is received. You will have thirty (30) days to submit the requested information. Requested information received after the due date will not be considered and full payment will be required.

Initial Review Requests that were rendered a decision will not be conducted a second time on the same ticket. The request for an initial review is free of charge.

If you are dissatisfied with the initial review results, you may further contest the ticket by requesting an Administrative Hearing. Unlike the initial review request, State Law requires that you pay in advance all fines that are owed on the ticket before you can request an Administrative Hearing. You may request a Hearing Deposit Waiver if you meet the “low income” criteria (1.5 times) of the most current Federal Poverty Guideline. If your Hearing Deposit Waiver is approved, you will be allowed a hearing without payment of the parking penalty. If you are found liable, the citation must be paid within 10 calendar days from the decision letter to avoid further penalties. If your Payment Waiver request is denied, the parking penalty must be paid for the hearing to proceed. If not paid within 5 business days of the denial, you will no longer be entitled to an Administrative Hearing. Administrative Hearings must be requested within 21 days of the date the decision was reached on your Initial Review Request. If you fail to request the Administrative Hearing within the prescribed time you will lose the opportunity to further contest the parking ticket.

Please be sure to check the applicable box indicating that you are requesting a hearing. You can also download a Hearing Request Form from our website. You will receive written notification regarding the date and time scheduled for your hearing. Administrative Hearings are conducted twice a month and only on Mondays and Thursday between the hours of 8:00 am and 4:00 pm.

If you cannot attend an in-person Administrative Hearing you may submit a Written Declaration or request that the Hearing Officer render a decision based on the statement you submitted on your Initial Review Request form. You may also use the Written Declaration form to add additional information not included on your original Initial Review Request form.

If the Hearing Officer makes a decision in your favor, the Parking Citation Section will refund your payment within fifteen (15) days of your dismissal notice.

What Takes Place At An Administrative Hearing

The Parking Citation Section will provide the Hearing Officer with all relevant information associated with your case. Information provided may contain the following items:

  • Copy of the ticket you were issued.
  • All correspondence that the Parking Citation Section has on file that you submitted.
  • Investigation results that were conducted associated with your ticket.
  • Computer system notes on phone calls made to the Parking Citation Section relevant to your ticket.
  • Correspondence and notices that were sent to you by the Parking Citation Section.

The Hearing Officer will review all information, and listen to your explanation as to why you feel the parking ticket should be dismissed. The Hearing Officer will end the hearing once he/she has enough information to render a decision. The results of the hearing will be mailed to you within 15 days from the date of your hearing. The Hearing Officer will render one of the following decisions:

  • The parking ticket is upheld and/or the late fees are warranted.
  • The parking ticket is dismissed.

If you are unable to attend the Administrative Hearing on the scheduled date you may reschedule your hearing. Administrative Hearings can only be rescheduled one time. If you are not in attendance on the date of your rescheduled hearing you will lose the opportunity to contest your parking ticket. To reschedule a hearing please call (626) 744-4360.

If you are not satisfied with the Hearing Officer’s decision you may further contest the parking ticket by appeal through the Los Angeles Superior Court. You cannot appeal a parking ticket if you have not first obtained the results from your Initial Review Request and your Administrative Hearing. Both must be performed before you can appeal the parking ticket. Furthermore, appeals must be requested within 30 days from the date of the Hearing Officer’s decision. To file for an appeal, you must do so in person at the Los Angeles Superior Court. The Los Angeles Superior Court is located at 111 North Hill Street, Room 102, Los Angeles, CA 90012. A $25 filing fee must be submitted to the court for each ticket that you are appealing. If your appeal is granted the Los Angeles Superior Court will obtain your case file from the Parking Citation Section and will schedule your Appeal Hearing.

The case file is used by the presiding judge at the Los Angeles Superior Court for use in rendering a decision on your parking ticket. If the Judge presiding over your case renders a decision to dismiss your ticket, the $25 filing fee along with your parking fine will be refunded to you.

FREQUENTLY ASKED QUESTIONS

No. Parking tickets are not criminal offenses in the State of California and you will not be arrested for your unpaid parking ticket. However, there is an additional $27 fine for tickets that are not paid on time and you may be subject to a $3 DMV fee if a hold is placed on the registration of your vehicle. If a hold is placed on the registration of your vehicle you will be unable to register your vehicle until all your outstanding parking tickets have been paid in full. In addition your delinquent unpaid parking tickets may be referred to an outside collection agency for collection proceedings against you.

Your vehicle may be towed if you have five (5) or more unpaid parking tickets issued to your license plate.

Tow Hearings or “post-storage hearings” for vehicles that have been towed and either stored or impounded by the City of Pasadena, are held each week on Monday and Wednesday mornings from 10:00 a.m. – 11:00 a.m. excluding holidays.
A tow hearing is held to determine only two facts:
1. Was vehicle legally towed?
2. Did the registered owner fail to notify City of Pasadena of any payments made to DMV as stipulated under 22651VC and 22651.7VC?
If the answer to both questions above is yes, the vehicle will not be released. The following commonly heard reasons will NOT be accepted as reasons to release the vehicle.
1. The registered owner is out of town/state/country.
2. It is my only means of transportation.
3. I need it to get to work.
4. I need it to take my kids to school.
5. I will never do it again.
6. I am disabled or need the vehicle for medical appointments.
7. I loaned the vehicle to a friend and he/she loaned it to someone else.
VC Section 22651.4 – A vehicle shall be released to the legal owner, as defined in Section 370, if the legal owner does all of the following:
(A) Pays the cost of towing and storing the vehicle.
(B) Submits evidence of payment of fees as provided in Section 9561.
(C) Completes an affidavit in a form acceptable to the impounding law enforcement agency stating that the vehicle was not in possession of the legal owner at the time of occurrence of the offenses relating to standing or parking.  A vehicle released to a legal owner under this subdivision is a repossessed vehicle for purposes of disposition or sale.  The impounding agency shall have a lien on any surplus that remains upon sale of the vehicle to which the registered owner is or may be entitled, as security for the full amount of the parking penalties for all notices of parking violations issued for the vehicle and for all local administrative charges imposed pursuant to Section 22850.5.  The legal owner shall promptly remit to, and deposit with, the agency responsible for processing notices of parking violations from that surplus, on receipt of that surplus, the full amount of the parking penalties for all notices of parking violations issued for the vehicle and for all local administrative charges imposed pursuant to Section 22850.5.
ADDITIONAL INFORMATION
The information contained here is followed to the letter by the hearing officer. If you do not meet the criteria to have your vehicle returned, please DO NOT request a tow hearing. Information not related to the above criteria will not result in the return of your vehicle. The above criteria are a matter of law and policy and therefore must be followed by our department.

No. You cannot appeal the late fee, tickets must be paid within the time prescribed in the California Vehicle Code which is 21 days from the date the ticket was issued or 14 days from the date of the delinquent parking notice. If you moved and did not receive your delinquent parking notice and you failed to submit a change of address with the Department of Motor Vehicles (DMV) within 10 days from the date you moved, you will still be held responsible for any additional late charges.

No. You cannot appeal your parking ticket if you do not do so within 21 days from the date your parking ticket was issued or 14 days from the date of your notice of delinquent parking. The time allowed to contest your parking ticket is specified in the California Vehicle Code. There are no exceptions unless one of the following conditions exists: your vehicle was stolen at the time the parking ticket was issued or the owner of the vehicle is deceased.

The Parking Citation Section obtains vehicle registration information such as the name and address of the vehicle’s registered owner from the California Department of Motor Vehicles. In accordance with the California Vehicle Code you are required by law to provide them with a current mailing address within ten (10) days of a change of address. If you moved and did not provide the Department of Motor Vehicles with your new mailing address within the prescribed time, you will be responsible for any late fees charged to your citation, even if the delinquency notice or Initial Review Outcome letter is mailed to your old address.

If you were the registered owner of the vehicle at the time you received the parking ticket or notice of delinquent parking, you are responsible for paying the ticket. If you did not own the vehicle when the parking ticket was issued, then it is your responsibility to notify the Department of Motor Vehicles that you sold the vehicle. You are required to submit a release of responsibility form that includes the date you sold the vehicle as well as the name and address of the person that you sold the vehicle to. If you are still receiving parking tickets from the City of Pasadena it probably means that the Department of Motor Vehicles records are still showing that you are the vehicle owner of record. In order to clear the ticket you must complete and submit a Declaration of Non-Ownership form to the Parking Citation Section.

It is your responsibility to notify the local parking agency that all outstanding parking citations have been paid.
