The Occupancy Inspection Program is designed to ensure the quality and maintenance of the City’s single family homes, duplexes, and condominiums. This is achieved by conducting inspections of these dwelling units at the time of sale or change of occupancy. If during inspection, a dwelling unit is found to be in violation of the Pasadena Housing Code, the property owner is notified of the violations and given a reasonable time to correct noted deficiencies. When the violations are corrected a Certificate of Inspection is issued and remains valid until the dwelling unit is either sold or rented again.
Items commonly checked during an Occupancy Inspection include the electrical, plumbing, and heating systems, structural hazards, and other health and safety related items. In addition, the inspection encompasses such items as illegal building additions, the conversion of garages, attics, and basements to dwelling spaces.

Any person violating any provision of the Pasadena Municipal Code or applicable State Code may be issued an administrative citation. Each and every day that a violation occurs constitutes a separate and distinct offense.Citation payments must be made in full within thirty (30) calendar days of the issuance of the citation. Payment may be in the form of a cashier’s check, money order or personal check. DO NOT SEND CASH. Check should be made out to The City of Pasadena – Finance Department. Please indicate the citation number on your check.
