The Distribution and Customer Charge is a flat fee on every bill that covers water distribution, billing metering, customer service and PWP’s call center. It is based on the size of your water meter and doesn’t change no matter how much water you use.

* This charge is for a 3/4″ Meter. The exact charges for all meter sizes are outlined in the City of Pasadena Water and Power Rate Card. 

The Water Commodity Rate covers the cost of acquiring water. It is an inclining 4-block structure where the price per billing unit (100 cubic feet of water) increases in each block. PWP uses a “block” or tiered rate structure to encourage conservation; the less you use, the lower your cost. It is slightly higher for those outside of the Pasadena City limits. The exact breakdown of water blocks is outlined in the City of Pasadena Water and Power Rate Card. 

The Capital Improvement Charge (CIC) covers ongoing improvements to the Pasadena water system. It is slightly higher for those outside of the Pasadena City limits.
